Need to define realms per module or something like that for access control

Now that we are doing access control on a per realm basis we need to refine the handler so it works on a per realm basis. Currently, it just gives access to all the modules realms. Which isn't a big issue cause no modules provide more then one realm yet :-D. Awaiting the U_R patch to land.
