I've granted the "access others lists of watched posts" permission to the role "site administrator", but when logged in as this role, I get a 403 when trying to access any user's Watched Posts list at /user/<UID>/watcher/binder. However, if I login as user=1, this works fine and I'm able to view other users' lists.

I've tried rebuilding permissions and clearing the cache. Any idea how to debug this one?

I suggest you disable all access control modules, empty the site cache and rebuild the node access table and see if it helps. This feature worked last time I tested it.
