I can't seem to find a preference to enable node creators/owners to enable their events to allow signups...only me (as UID=1) can enable signups...

This version of Signup is not supported anymore. The issue is closed for this reason.
Please upgrade to a supported version and feel free to reopen the issue on the new version if applicable.
