make the "available subscription modes" a permission

Currently the available subscription modes are a sitewide feature. It would be nice to make them a permission so that some roles can have more options than others. We do this all over Drupal to help provide progressive disclosure (i.e. only showing people what is relevant to their level of access to the site to limit confusion to new users). We should do that here too...
