Thresholds for flagging

I would like to see a threshold for a flag, that when hit, could trigger an action. For example, 10 people flag a message as inappropriate, then unpublish the node and mark it for administrator review. Or if a volunteer signup were taking place, only fill so many slots per time slot and job, etc. would be another use of this.

I'd also like to be able to pull up reports for this, but I'm assuming that's a Views issue at that point.
