Wrap general settings form in system_settings_form() and add support for WYSIWYG module

The general settings form is not wrapped in the system_settings_form() like how settings forms should usually be. This also adds support for i18n variables, allowing the i18n module to add the text "This is a multilingual variable" to multilingual variables. (However, we couldn't get it to display for the "Description" field.)

Also provided by the patch below is support for the WYSIWYG module. With the modifications, the WYSIWYG module (along with an editor like TinyMCE) should properly display on the "Description" field.

I'm sorry about the format of the patch file, as it was generated in Windows after I edited the file in Dreamweaver. (I'm usually a Mac OS X and Coda user.) All modifications were done in the faq.admin.inc file in the faq_general_settings_form() function.
