Voting starts in March for the Drupal Association Board election.
As discussed in this blog post and the community initiatives page on d.o., this patch implements an ultra-minimal theme using Drupal's default markup and a bare bones .css file for positioning. Its purpose is NOT to serve as a production theme, obviously, but to demonstrate the core markup and provide a simple starting point for standards-compliant layout.
The breadcrumbs/primary/secondary links are a bit funky looking at the moment, but the layout.css file provided by EclipseGC is promising. We're hoping that the css file can be kept under 30-40 lines.
