Here is the problem: if someone himself subscribes to news, then he can unsubscribe (pressing link in email), but if I add someone to mailing list, then he can't unsubscribe: when he presses unsubscribe link in email, he gets a message on website: "Access denied. You must be logged in..."

Permission 'subscribe to newsletters' is required for both subscription and un-subscription. Permission is set per role. There is no difference between unsubscription of imported and subscribed users. You can compare the two unsubscription URLs and there is no difference. If there is it's a bug.
