Administration menu split in two places, no icon in the navigation sidebar

Problem

The administration links of the localization server sit in two places: a "Localization" entry at the top level of the administration menu with the data lists and a configuration section, and a second "Localization server" entry under Configuration with the connectors, the packager and the community settings, with the connectors and packager links present in both. In the Navigation sidebar the "Localization" entry has no icon, as the sidebar only knows the icons of core's own top-level entries.

Proposed resolution

• One "Localization server" entry in the administration menu holds everything: Projects & Releases, Parsed data, Translations & Messages and Configuration, the last one with Languages, Connectors, Packager, Community settings and the queue manager. The separate entry under Configuration and its page go.
• The module ships an icon pack with the Phosphor globe (MIT licensed, like the icons core's Navigation module uses) and the entry references it, so the sidebar shows a globe next to "Localization server". The classic toolbar keeps its icon.
• The section descriptions describe their section, three of them repeated the projects one.
• The entry is named "Localization server", and the machine-name wording goes from the remaining page titles and labels: the community settings page, the three views and the block category.
• Titles and labels use sentence case, as the Drupal interface does: "Projects and releases", "Translations and messages", "Top downloads", "Group information", "Status flag", "Packager file" and so on; the "Rest API" source is "REST API".

Tests

AdminMenuTest renders the Navigation sidebar and checks the globe on the one entry, the three sections and the settings links under it, and that nothing is left on the site configuration page.
