Problem/Motivation

Since the latest Entity API release (1.8), the /jsonapi/shipping-methods) collection stopped returning results whenever a status filter is applied.

Specifying the "published" key would allow query access logic to detect our status key and apply the necessary conditions to the queries performed by JSONAPI.

I'm not entirely sure we also need to implement the EntityPublishedInterface, but that is worth exploring as well.

An update function is needed to update the entity type definition. Updating the field storage definition might be needed as well.
