Problem/Motivation

Any process that logs through the handler blocks indefinitely when the Datadog intake connection stalls.

Steps to reproduce

It is not easy to reproduce a dropped connection at Datadog's side, but I encountered this in a drush script that hung for two weeks after a single request to Datadog never returned.

Proposed resolution

In DatadogHandler::send() we should set a CURLOPT_TIMEOUT and CURLOPT_CONNECTTIMEOUT. Without these, curl's default is to wait forever for both the connection and the response.
