New #modal_dialog_links render array key for full pager

This change introduces a new render array key for the full pager. It is used to avoid the links being turned into modal dialog links. This avoids a conflict when a view is rendered inside a modal such as the media library view if it uses a full pager. The view already handles the AJAX.

Set #modal_dialog_links explicitly to FALSE to opt out of modal dialog links. It defaults to TRUE so existing code is not affected.
