Problem/Motivation

In the fieldset twig template, the disabled_attr is either 'disabled' or null. Then setAttribute is called with disabled_attr as both the name and the value. This leads to using null as an array index in the core Attribute. This raises a deprecation warning under php 8.5

Proposed resolution

Instead of calling setAttribute(NULL, NULL), conditionally call setAttribute only when the fieldset is disabled.
