Problem/Motivation

Currently if you work on a ticket you receive a lot of email about the work you did. Other watchers should receive it, but as the user who made the change, I don't need the noise.

I suggest at email send time, remove the user that made the change from the recipient list.

Ideally this should be a per-user preference setting, but that's a larger job.

Working on this. There are three methods within TaskNotificationSubscriber that are relevant.

@jeremylichtman I made some comments in the MR but they are not showing up on this issue because the MR was not using an issue fork. I'll create an issue fork and push up a fix.
