Problem/Motivation

After a fresh install of Event Platform Starter, everything looks good... until you edit the home page. At which point there is a grey overlay on the entire layout, and a tiny, empty modal superimposed. Apparently, this is because Canvas wants to show it so it can be a droptarget.

Proposed resolution

Suppress the modal region unless there is content to show.
