On a fresh install of Drupal CMS on 11.4, I'm seeing some new issues: Expected elements in the header and footer are not visible

Proposed resolution

It seems to be related to a partial migration into Canvas, particularly for management of global regions. Complete the migration so the layout is fully Canvas-based.
