Problem/Motivation

Hooks will be converted into OOP implementations. This means that the .module files will just contain comments used to render pages shown on api.drupal.org.

Proposed resolution

Move the @defgroup comments into .api.php files which are used from the API module to create the pages shown on api.drupal.org.
