Problem/Motivation

Through #3239012: [11.x] Remove the CKEditor 4 upgrade path the "CKEditor4To5UpgradePluginInterface" got removed, since Drupal 11 doesn't support ckeditor 4 anymore. We should remove our "MentionsUpgrade" plugin implementation and everything else related to the upgrade (tests, config, etc.)
