Problem/Motivation

For ease of maintenance, the 3.0.x branch requires at least PHP 8.3 (i.e., the minimum version supported by both Drupal 11 and 10.4+). This task is to update the code to take advantage of newer PHP features, add interfaces for its services, etc.
