Problem/Motivation

Currently the library binding of youtubechannel/youtubechannel is added in hook_page_top.
It is more effective to bind the library where it is going to be used.
In our case the theme/template.

Proposed resolution

Move attaching the library from hook_page_top to the block plugin render array.
