Having the "local actions" block at the top pushes the Order "state" card, which causes the cards to not be aligned at the top.

not everything can be (an needs to be) AJAX in local tasks... especially custom local tasks
I had a local task that syncs order to CRM - now it has to be form rendered in AJAX window.
