With these skills being installable through drupal/surge and or skills.sh, we have the ability to pick and choose for which agents we're installing it and thus which directory the skill should end up.

To avoid confusion, we're renaming the directory from .claude/skills to just skills

Remaining tasks

- Rename directory
- Update the CI check
- Update documentation
