Problem/Motivation

In #3512287: [policy, no patch] Deprecate Stable9 and move to contrib we are planning to remove Stable9 from Drupal 12. With this being the case, what should we use as the flag for "base theme" in starterkit_theme and themes generated from it?

Proposed resolution

?? I don't know. Maybe "base theme": false?
