Problem/Motivation

In https://www.drupal.org/project/drupal/issues/3536196 we narrowed the preprocess hook for comment fields but this caused a regression here: https://www.drupal.org/project/drupal/issues/3566261

This needs a fix, but there is likely not a bc way to do this so it should happen in drupal 12.
