We want a curated list of skills, using the specification at agentskills.io.
Lets make sure we validate those skills when a MR is opened.

Proposed resolution

Use: https://github.com/ronaldtebrake/agent-skills-validator-php (to keep things PHP) as dev dependency.
Validate only when something is added to/changed in .claude/skills
