Add User Groups to Events block on Dashboard

Problem/Motivation

Currently the block is called "Local Events." However, we should start seeing this block as access to events AND groups, both local and virtual.

While updating the list of Slack channels and other user groups from around the world (Facebook and Telegram in addition to Slack), I noticed that there are many channels/groups that are completely online. Examples include #seo, #jobs, #migration, #womenindrupal, the many governance groups and all the groups devoted to individual modules. These aggregations of people will rarely if ever meet IRL. But a lot of community action is happening here (most of it?).

Phase 1 is complete (I think we have most of the local groups) and now we are moving to Phase 2, the topical groups. Trying to get access to the Slack API atm.

Still, I've been collecting some topical/community/module-specific groups along the way and here is the current breakdown as of Jan 6, 2026.

Total: 147 distinct groups

Geographic/Local: 120
Topical: 12
Community: 9
Module-specific: 6

My guess is that we will double the count above after we've added all the virtual groups. It's also possible (likely?) that the number of virtual groups will grow faster than the IRL groups going forward

So, this issue is to modify the block to include groups as well as events. Should the UI be merged somehow? That's for later in 2026. Right now, let's make it as easy for people to find groups as events.

Proposed resolution

Broaden the purpose of the block by including user groups (new page at /community/user-groups)
