PHPUnit tests at "previous minor", currently Core 11.1.9 fail due to a problem in the Devel module

The tests run OK with Drupal Core 11.2.10 using phpunit 11.5.46, but they fail with Core 11.1.9 which runs phpunit 10.5.60
