system.performance stale_file_threshold setting has been deprecated since 10.x and throws validation errors when you try to save the site performance configuration page (/admin/config/development/performance)

Steps to reproduce

On a Drupal 11 site install, visit /admin/config/development/performance and try to save the form.

Proposed resolution

Remove this setting from the config splits folders
