I'm not 100% sure the Finland VAT rate update is final.
Also, for Lithuania the reduced rate increases to 12% (instead of 9%) but on our side the 9% rate is called intermediate, so updating that one.
As for Austria, the tax for "Womens menstrual products and contraception" is going to be set to zero and we don't have a zero tax rate for Austria, so making it start in January 2026 even though it existed before (see below):

Various long-standing items: Exports of goods to non-EU countries, intra-Community supplies of goods, and certain international transport services have been zero-rated for a long time.
Cross-border rail transport: A 0% VAT rate was introduced for cross-border passenger transport by train starting January 1, 2023.

I know, and it was merged. I wanted to tag a Commerce release before EOY but we're still working on a few things that aren't finalized yet.
