Problem/Motivation

All of the stable blockers on #3421969: [PLAN] New Navigation and Top Bar to replace Toolbar Roadmap: Path to Stable are done so let's mark navigation module stable.

Once it's stable we can open issues to replace toolbar module in Umami/Standard etc., and after those, to deprecate toolbar module and move it to contrib.
