Drupal\text\Plugin\Field\FieldType\TextItemBase implements onDependencyRemoval() with this function signature:

  public static function onDependencyRemoval(FieldDefinitionInterface $field_definition, array $dependencies): bool {

If a contrib or custom module extends TextItemBase and overrides this method, then it should use a compatible signature. In particular, it should include the return-type declaration. (The signature in the parent class, Drupal\Core\Field\FieldItemBase, does not include the return-type declaration.)
