The settings form is long and the changes in #3556528: Add drush command for content change report will make it even longer. Tighten up the existing settings into vertical tabs.

(I would use sentence case and only capitalize Entity.)

This is confusing to me. Could it say “Content types that require users to enter log messages.” ?

“Require the revision log message on the "add" forms.”
Could it say “Require messages when creating new content.” ?

“Applies to all the above content types that require revision log messages.”
Perhaps “Applies to all selected types on the ‘add’ form.” ?

After “Customizations apply…” delete “Leave blank…” as the information also appears below.
