Change record: drupal_requirements_severity() and REQUIREMENT_* severity constants have been deprecated.

Weirdly, we already made this change as part of #3536089: Replace deprecated REQUIREMENT_ERROR constant in search_api_db_defaults_requirements() for Drupal 11+ compatibility but missed that the constants are also used directly in search_api.install.
