The new version supports PHP 8.5.

Update the guzzlehttp/psr7 from ~2.7.1 to ~2.8.0.

It seems that guzzlehttp/psr7 has already been updated to 2.8.0 in the 11.x,11.3.x and other higher version branches.

I close this issue since we probably won't need to update other lower version branches.
