LDAP Server unavailable

Problem/Motivation

LDAP connection failure: Can't contact LDAP server. LDAP Server unavailable. Binding Issues

I'm not sure what is breaking and logs don't give any detail. I've updated my site from D8 -> D9 -> D10.5 smoothly. Drush updb shows no pending updates and the only errors I'm getting are that LDAP can't connect to the server. I have an identical site which went through the same update process and the LDAP settings are identical yet I can't log in on this site.
