In that case backporting to 10.6 should be fine I'd assume.

Any plans to backport this to 11.1?

As certain contrib CI are broken if it's testing against previous minor and running Composer 2.9.3.

Upgrade was just commited for previous releases #3557585: Update to Composer 2.9.2

Thanks @andypost! I've added a follow-up comment in gitlab_templates to see if the issue can be resolved by simply bumping up CORE_PREVIOUS_MINOR from 11.1.9.
