I also encountered this installing the module in 11.

Scheduler was not installed with composer as a dependency so I manually installed that. Once Schedule and Content Moderation (core) were both present, I tried installing Booking Scheduler and it failed with the same error.

I manually enabled Scheduler, then Content Moderation (which required Worklows), then enabling Booking Scheduler worked. Not sure what the order of issues really was here, but it was a clean install of Drupal 11.

However, the Configuration link for Booking Scheduler Settings doesn't work and creating a new Bookable Item fails with an InvalidParameterException so there are still more hurdles down the line.

tl;dr

With a clean install, the below worked to enable the module.

  1. composer require 'drupal/booking_scheduler:^1.0'
  2. composer require 'drupal/scheduler:^2.2'
  3. drush en scheduler
  4. drush en content_moderation (y to enabling workflows)
  5. drush en booking_scheduler
