Problem/Motivation

A lot of code (PHP, JS, and some CSS) deals with too many different contexts, all of which can be removed once Gin only supports the latest version of Drupal.

Proposed resolution

Identify those cases and open individual issues for each of them, link them here as child issue.

I've cleaned up settings, sticky action button, and content form determination. As part of that I found 3 cases of contrib modules being covered. That's being removed and issue opened for each of them explaining what they should be doing to prepare for this.
