Navigation Top Bar was merged in the Navigation module
Moving to use the Navigation Side Bar and Navigation Top Bar as the default for navigating for editorial and admins.

Proposed resolution

• Remove moderation_sidebar from dependencies.
• Remove drupal/moderation_sidebarfrom the composer.json file.
