Remove tedbow as maintainer for Settings Tray subsystem

Thanks @tedbow for so much work getting this handy feature into core! Fond memories (and also stressful ones!).

Note to maintainers: Ted is still a maintainer for Update Status and Layout Builder, and may also be a maintainer of a couple core-tracked modules we are desperately trying to get to beta. So he should still have perms on the channel, the core node, etc. after this issue.

Indeed, I will sign-off with this fond memory from #2784443-171: Move off-canvas functionality from Settings tray module into drupal.dialog.ajax library so that other modules can use it 😜

Committed to 11.x, 11.2.x, 10.6.x, and 10.5.x. I'll also do the admin tasks, such as updating the core node, the Google group, the maintainer channel and the past maintainer page.
