Problem/Motivation

When importing an ECA model in page /admin/config/workflow/eca, the following error occurs:

The import failed due to the following reason: There were errors validating the config synchronization. Configuration block.block.workflowtransitionform depends on the theme that will not be installed after import. This happens when the config was initially installed succesfully on the site, but was never removed. See related issue
