Problem/Motivation

When I attempted to navigate to a Charts Block that had been set to "Site Default" for the charting library, I received a WSOD with an error about the "site_default" plugin not found.

Proposed resolution

Use the LibraryRetrieverTrait inside ChartManager to get the site's default library and create the instance with that library instead of "site_default".
