Problem/Motivation
Currently the accessibility of menus in Drupal core are dependent on the base themes or specific implementations. It would be great if the menus output by default had keyboard nav and the necessary a11y requirements already set.
Proposed resolution
Add the Accessible Menu library (https://accessible-menu.dev/) to core for use with menus.
Currently, this is already implemented in contributed module Accessible Menu, which provides an approach to integrating the Accessible Menu library with Drupal core menus, with various configuration options.
Remaining tasks
- Evaluate the use of the library in the menu system and toolbar templates
- Decide whether to use it or not
- Update templates / libraries to incorporate
User interface changes
No visual change but it would change the keyboard nav and assistive device nagivation.

quietone commentedIn Drupal core changes are made on on 11.x (our main development branch) first, and are then back ported as needed according to the Core change policies. Also mentioned on the version section of the list of issue fields documentation.

I thought it would be worth mentioning the contrib module Accessible Menu in the issue summary, since it provides a very quick and concrete way to immediately test the library, for anyone interested in exploring what an integration with Drupal could look like.
