We cannot upgrade to Drupal 11 right now, since the following modules do not have a Drupal 11 version yet:

I suspect drupalorg_crosssite and bluecheese need to be replaced by other modules.

For pconfig, you linked a human created copy of the automated issue. The automated issue is at https://www.drupal.org/project/l10n_pconfig/issues/3431526 and it looks like it only found the info file to fix :D That could very well be the case as I don't think much changed between the language forms in Drupal 10 and 11. I think that would be easy to land if someone manually tests it.
