Config Distro 2.1.0 beta/stable release plan

Problem/Motivation

The intent of this issue is to coordinate efforts in the creation of a stable release.

As of the creation of this issue, this project presently does not have a stable release compatible with Drupal 9+. There are many benefits to publishing a stable release for a module.

Release-blocker issues

• #2959209: Create rigurous tests (Major)
• #3332144: README.md file missing

Good-to-fix issues

• #3581643: Consolidate _CSPELL_WORDS to the .gitlab-ci.yml file and remove .cspell-project-words.txt

Remaining tasks

• Establish a list of release-blockers and 'good-to-fix' issues for a stable release.
• Resolve above issues blocking the release of a stable release.
• Create beta/release candidate release(s).
• Beta testing
• Craft changelog for new release.
• Create stable release.
