[meta] Tasks for initial launch of IXP

These are the issues that need to be complete prior to launching the IXP program for new developers:

• #3500991: Develop IXP Best Practices Documentation (for Employers) - it is important that we be able to provide potential hiring organizations with ideas and emerging best practices for hiring a new Drupal developer. This documentation can include potential tasks that IXPs would be suitable for as well as thoughts about how to effectively mentor an IXP.
• #3511813: Develop IXP Best Practices Documentation (for IXPs - employees) - initially, we will likely have less content for this, but we need to launch with something.
• #3509023: Collect case studies from existing programs - we have a great start on this one (thanks, anilu@!), we just need to determine a permanent home for links to case studies - probably somewhere off of drupal.org/ixp
• #3500989: Update IXP Initiative Homepage - we 100% must have this done prior to launch
• #3500992: Set Up IXP Management Site - @camoa has started this, but I'm sure he'd love some help!
• #3500990: Create Jobs.drupal.org/ixp Page Content
• #3511812: Additions to jobs.drupal.org

Ideally, each of these tasks has someone actively leading and working on the task.
