Ensure Navigation Block Page Uses Admin Theme in Layout Builder

Problem/Motivation

When editing the layout for the navigation, the theme displayed is the front-end theme instead of the admin theme.

Proposed resolution

• Add a function varbase_layout_builder__is_navigation_route to check for the layout_builder.navigation.view route.
• Allow the system to extend navigation routes with the correct context.
• Ensure the Navigation Block page uses the Layout Builder with the Admin theme.
