It would be a great addition to be able to clone an entire library with the terms included. I found a module that was able to do this but it has a few issues. This feature seems like a great fit, maybe to merge the modules together?

This is totally different and content related concept. The module does not copy all the nodes during the content type clone, right?
You can try to find any contrib module or to create a new one about this functionalities.
