Request for 'confirmed' user role

I have been using Drupal for about a year now and is starting to be able to contribute back to the Drupal project. I was going to post a issue on a contrib module but my issue was "Detected as spam". I guess that has to do with me being new and that. I would like to get the confirmed role so a can publish the issue.
