This patch is adapted from #153623: FCK Integration. It should be the first step in adding Rich Text Editor integration. Currently all this patch does is create a path webfm_popup that makes a popup version of webfm.

Noticed that there were tabs being used instead of spaces. Made those adjustments.

Never mind. I realized that there was an extraneous forward slash in the FCKEditor path - I modified the help file to reflect this
